The layout, along with several monolingual and bilingual fonts for use with the Tamil language, was approved by government order on 13 June 1999.

Designed for use with a normal QWERTY keyboard, typing follows a consonant-vowel pattern. The arrangement of the characters allow for fast and simple tying for users familiar with the script.
InScript (Indian Script) is the standard keyboard for Indian scripts. It is a touch typing keyboard layout for computer. This keyboard layout is standardized by Government of India for inputting text in languages of India written in Brahmic scripts, as well as the Santali language, written in the non-Brahmic Ol Chiki script.[2] It was developed by Indian Government and supported by several public and private organisations. This is the standard keyboard for 12 Indian scripts including Devanagari, Bengali, Gujarati, Gurmukhi, Kannada, Malayalam, Oriya, Tamil and Telugu etc.

The Tamil script is an abugida script that is used by Tamils and Tamil speakers in India, Sri Lanka, Malaysia, Singapore and elsewhere to write the Tamil language, as well as to write the liturgical language Sanskrit, using consonants and diacritics not represented in the Tamil alphabet. Certain minority languages such as Saurashtra, Badaga, Irula, and Paniya language are also written in the Tamil script.
The Tamil script has 12 vowels (உயிரெழுத்து uyireḻuttu "soul-letters"), 18 consonants (மெய்யெழுத்து meyyeḻuttu "body-letters") and one special character, the ஃ (ஆயுத எழுத்து). ஃ is pronounced as "akku" or "அக்கு" and is classified in Tamil grammar as being neither a consonant nor a vowel. However, it is listed at the end of the vowel set. The script is syllabic, not alphabetic.[4] The complete script, therefore, consists of the thirty-one letters in their independent form, and an additional 216 combinant letters representing a total 247 combinations (உயிர்மெய்யெழுத்து uyirmeyyeḻuttu) of a consonant and a vowel, a mute consonant, or a vowel alone. These combinant letters are formed by adding a vowel marker to the consonant. Some vowels require the basic shape of the consonant to be altered in a way that is specific to that vowel. Others are written by adding a vowel-specific suffix to the consonant, yet others a prefix, and finally some vowels require adding both a prefix and a suffix to the consonant. In every case the vowel marker is different from the standalone character for the vowel.

The Tamil script is written from left to right.

தமிழ்த் தட்டச்சுப் பொறியில் எழுத்துக்களும் துணையெழுத்துக் குறிகளும் அமைந்துள்ள விசைப்பலகையின் அமைப்பு கணினியில் புழங்கத் திறன் மிக்கதாக இருக்கவில்லை. தமிழ் மென்பொருள் தயாரிப்பாளர்கள் தத்தம் அறிவுக்கும் ஆய்வுக்கும் எட்டிய பல விசைப்பலகை அமைப்புகளை[மேற்கோள் தேவை]ப் புழங்கி வந்தனர். இவ்வாறு இருந்த ஏராளமான[மேற்கோள் தேவை] விசைப்பலகை அமைப்புகளால் ஏற்படும் சிக்கல்களைத் தவிர்ப்பதற்கெனச் சீர்தரம் செய்யப்பட்ட ஏதாவதொரு விசைப்பலகை அமைப்பு தேவை என்று உணரப்பட்டது. அச்சமயத்தில் புழக்கத்தில் இருந்த பல விசைப்பலகை அமைப்புகளை ஆராயவும் பொருத்தமான விசைப்பலகை அமைப்பைப் பரிந்துரைக்கவும் 1997இல் தமிழக அரசு ஒரு குழுவை அமர்த்தியது[மேற்கோள் தேவை].

இக்குழு மூன்று விசைப்பலகை அமைப்புகளைத் தரப்படுத்துவதற்கென பரிந்துரைத்தது. இப்பரிந்துரைகள் சிங்கப்பூரில் நடைபெற்ற தமிழ்நெட் 97 மாநாட்டில் அறிவிக்கப்பட்டன. அவையாவன:

ஒலியன் சார்ந்த அமைப்பு
தட்டச்சு அமைப்பு
(உரோமன்) ஒலிபெயர்ப்பு சார்ந்த அமைப்பு
பரிந்துரையின் மீதான கருத்துக்களை வரவேற்பதாகவும் அக்குழு அறிவித்தது. தமிழக அரசு இப்பரிந்துரைகளை ஏற்றுக் கொண்டதான அறிவிப்பை வெளியிடவில்லை.

மேற்கண்ட விசைப்பலகை அமைப்புகளில் ஒலியன் சார்ந்த அமைப்பின் தத்துவம் தமிழ்99 விசைப்பலகையை ஒத்ததாகும். எனினும், இப்பலகையில் விசைகளின் அமைப்பு தமிழ்99-இன் அமைப்பிலிருந்து மாறுபட்டு இருந்தது. இவ்வமைப்பு தொடக்கப் பரிந்துரையாகவே இருந்தபோதிலும் சில தமிழ் மென்பொருள் தயாரிப்பாளர்கள் இதனைத் தமிழ்நெட்97 என்ற பெயரில் அவர்களது மென்பொருட்களில் வழங்கத் தொடங்கினர்.
